AB 48 - Use of Force Reporting for Unlawful Assemblies, Protests, and Demonstrations

To ensure accountability and transparency with our community, the Orange County Sheriff’s Department provides detailed reports on any use of force involving unlawful assemblies, protests, or demonstrations.

Under AB 48, which took effect on January 1, 2022, Penal Code 13652 was amended to limit the use of kinetic energy projectiles and chemical agents by law enforcement. These tools may only be used by properly trained officers to protect lives, prevent serious bodily injury (including to peace officers), or to safely resolve situations that present an objectively dangerous and unlawful threat.

As part of these measures, the Orange County Sheriff’s Department is required to publicly release a report on each such incident within 60 days. This commitment to timely reporting helps foster trust and keeps our community informed about how force is applied during these critical events.
